Economic Development Division
The Economic Development division is responsible for coordinating the overall economic development process in the City.

Housing
The Housing division promotes and develops housing programs and activities for City property owners and residents, and provides staff support for housing programs such as First Time Home Buyer Mortgage Program, Community Image Awards, Housing Improvement Areas and the Livable Communities Program.

Planning & Zoning
The Planning and Zoning division provides administration and enforcement of the Zoning Code and Comprehensive Plan, provides administration and inspection of signs and fences, and prepares various planning documents and reports necessary to ensure orderly development/redevelopment of the City.

Public Housing
The Public Housing division is responsible for the management of the 76-unit public housing residence in Hopkins.

Tax Increment Finance Districts
The Tax Increment Finance Districts division undertakes and administers miscellaneous development activities funded through tax increment districts.
